Unemployment and vulnerability through the prism of the capabilities approach

This article begins with a definition of unemployment and vulnerability as social constructs, analyzed from a historical perspective. First, it distinguishes different historical periods in the construction of unemployment and vulnerability, as well as the relationship between the two concepts. Second, it highlights how, starting in the final decades of the 20th century, active employment policies were approved, primarily targeting vulnerable unemployed groups. Regarding these policies, two discourses on vulnerability in the labor market are distinguished: one that follows an economicist approach, centered on the market, and the other, oriented toward the perspective of sustainable development. This second discourse on sustainable development is consistent with Amartya Sen's capability approach, understanding capability as an aspect of freedom that exists when substantive opportunities exist for individuals to become and do what they consider important for their lives. In this sense, the text insists on the need to adopt measures that can contribute to social development, avoiding programs that focus only on the labor insertion of the unemployed, since vulnerable groups are exposed to personal and social difficulties that limit their freedom, also affecting their labor insertion.
